Order-in-Council 1173 of year 1904
In 1904, the DAR requested permission to rename the steamer “Messenger” to “Prince Albert” to align with the company's practice of using the “Prince” prefix for the names of its vessels. The approval was granted in a Federal Order in Council number 1173 of the year 1904. (Orders in Council are numbered beginning from number 1 each calendar year.)
Below is the text of the report to the Governor General for his approval, signed by the Prime Minister and the Governor General.

On a Report dated 9’c June 1904 from the Minister of Marine and Fisheries, stating that he has had under consideration an application from the Dominion Atlantic Railway Company, Limited, for permission to change the name of their steamer “Messenger”, official no. 107.349. of the port of Yarmouth, N.S., to that of “Prince Albert” for the sake of uniformity and in order to distinguish and characterize the Steamships owned and operated by the said Company, it being their custom to use the word “Prince” as a prefix and part of the name of their steamships.
The Minister further states that the Company are the sole registered owners of the steamer “Messenger” and there are no encumbrances recorded on her register.
A certificate from the Government Inspector of Hulls at Halifax, N.S., as to the steamer being in good seaworthy condition has been filed with the Department of Marine and Fisheries.
The Minister recommends as there appears to be no objection to the application being granted, that permission be granted under section 21 of Chapter 72 of the Revised Statutes of Canada, to change the name of the Steamer “Messenger” to that of “Prince Albert”.
The Committee submit the same for approval.
