The most obvious assumption is that it is a luggage tag from the Windsor & Atlantic Railway from someone who made the sea and rail connection between Boston and Yarmouth and most likely disembarked in Kingston where the tag was removed. However, it was the WCR that operated the Boston to Yarmouth route from 1887 up to 1894, after which they were joined with the W&AR creating the Dominion Atlantic Railway. One would assume then that this must predate the formation of the D.A.R. although they may have used the W&AR tags for a time after. On deeper thought therefor it is more likely that it was the WCR who actually put the tags on the luggage at departure in Boston to show proper routing for the item through to the W&AR.
