An Act was approved by the Nova Scotia legislature on March 30th 1899 to amend the incorporation of the Midland Railway Company [[1896_Nova_Scotia_Chapter_85_-_An_Act_to_Incorporate_the_Midland_Railway_Company,_limited|Chapter 85 of the Acts of 1896]]. The amendments allowed the railway to use any motive power to operate its railway, such as steam, electricity or compressed air. It allowed the railway to own a wet or a dry dock, or both, in the town of Windsor. Two additional branch lines were authorized: (a) a line from West Gore to new Germany or Chester or some other point on a line to be built between Shelburne and Halifax and (b) a line from somewhere on the Intercolonial Railway between Truro and Londonderry to Parrsboro. There were technical details of vesting the lands taken for the railway in the company. Finally the deadline for completion of the railway was extended to December 31, 1902.<br>

Section 1 added several sections to the act incorporating the Midland Railway Company:<br>

New '''section 42''' allowed the company to operate the railway by steam, electricity, compressed air or any other motive power. Also, the railway could purchase, lease, hire or otherwise acquire a dry or wet dock or both at Windsor.<br>

New '''section 43''' allowed the company to construct branch lines:<br>
* From antimony mines near West Gore to New Germany or to Chester, or to any other point on a railway to be built between Shelburne and Halifax.
* From some point on the Intercolonial Railway between Truro and Londonderry to the town of Parrsboro.

New '''section 44''' ratified and confirmed all stock issued and any transfers completed up to December 31, 1897.<br>

New '''section 45''' made all lands taken over by the railway as already detailed in a plan or book of reference certified by the Commissioner of Public works to be fully vested in the company.<br>

New '''section 46''' allowed the company to take additional lands to be shown in a plan or book of reference to be certified by the Commissioner of Public works. The assessment and payment of costs or damages to be paid to the affected landowners or tenants was to follow the procedure already laid out in section 34 of the earlier incorporating act (C85 Acts of 1896).<br>

Section 2 replaced section 38 of the 1896 act with a '''new section 38''' giving a deadline for completion of the railway between Windsor and Truro of December 31, 1902 or else the authorization to built would lapse.<br>
