I'm not sure what just happened, I was uploading the 140 MB file for twenty minutes when my internet connection stopped working. The small window that shows an upload in progress was still active but not my internet connection. Well doesn't look like any file was uploaded so maybe my ISP quit or I went over a size limit.

Well it turns out that uploading and downloading large files is a major problem for a phpBB installation.
I will continue to research a possible solution but as of now and 2 hours on-line concering this problem I have been unable to come up with either a configuration or a mod that will allow a file of this size to be uploaded or downloaded Paul.
