Order in Council 1280 - Expansion of Yarmouth Wharf
Since Confederation construction of infrastructure in tidal waters requires approval of the Dominion of Canada.
In 1912, the DAR requested approval for an expansion of the Evangeline Wharf (Yarmouth Wharf) including a larger wharf, a larger freight shed, and a new railway approach trestle and track. The approval was granted in a Federal Order in Council number 1280 of the year 1912. (Orders in Council are numbered beginning from number 1 each calendar year.)
Below is the text of the approval signed by the Prime Minister and the Governor General and including text recitals of the water-lot concerned and the details of the location of the railway trestle and track. Of interest is the information that the Evangeline Wharf was located north of Lovitt Street. Also included is a scan of the plan submitted for approval.

On a Memorandum dated 14th May, 1912, from the Minister of Public Works, submitting that the Dominion Atlantic Railway Company have applied, under section 233 of the Railway Act, for approval of descriptions of site and plan of their proposed wharf extension, with pile trestle approach thereto, at Yarmouth, N.S.
The Minister states that the District Engineer of the Department of Public Works has reported that there is no objection to the approval of the application in so far as the interests of navigation are concerned, and in this report the Chief Engineer has concurred. The Minister, therefore, recommends that authority be granted for the approval of the attached descriptions of site and plan of the wharf extension, with pile trestle approach there to, which the Dominion Atlantic Railway Company propose to construct at Yarmouth, Nova Scotia.
The Committee submit the same for approval.

Description of site of proposed extension to Dominion Atlantic Railway Company's Wharf at Yarmouth in the Town of Yarmouth, County or Yarmouth, Province or Nova. Scotia, being a portion of the water lot West of Water Street and North of Lovett Street produced, and being described as follows:—
Commencing at the North East corner of the Dominion Atlantic Railway Company's Wharf, thence Northerly on a course being the production of the Easterly limit of said wharf, two hundred and eighteen feet more or less to the Northerly limit of said Railway Company's property, thence Westerly along said Northerly limit sixty-two feet, thence Southerly in a right line five hundred and eighteen feet more or less to a point on the Southerly limit of said wharf produced, said point being distant thirty-six feet Westerly from the South West corner of said Wharf, and said distance being measured along said production of said Southerly limit, thence Easterly, along the last mentioned production, thirty six feet to said South West corner, thence Northerly along the Westerly limit of said Wharf two hundred and ninety-eight feet to the North West corner of said Wharf, thence Easterly along the Northerly limit of said Wharf forty feet to the point of commencement. This site containing an area or twenty-three thousand seven hundred and forty square feet more or less.

P.C.1260 (b)
Description of site for proposed Pile Trestle and Track for the Dominion Atlantic Railway Company's Wharf at Yarmouth in the Town or Yarmouth in the County of Yarmouth and Province of Nova Scotia — a railway track and trestle leading from a point on the existing railway track on Water Street to the Southerly limit of the Dominion Atlantic Railway Company's Wharf, the centre line of said track being described as follows:—
Commencing at a point on the centre line of the Dominion Atlantic Railway Company‘s track on Water Street, said point being distant two hundred and sixty feet Northerly from the intersection of said track and the Northerly limit produced of the Dominion Atlantic Railway Company's property, and said distance being measured along the centre line of said track, thence South Westerly on a curve to the right of three hundred and eighty-three point one feet radius, two hundred and sixty-five feet to a point in the said Northerly limit of said Railway property, thence still South Westerly on a curve to the left of three hundred and eighty-three point one feet radius, two hundred and twenty feet, thence Southerly parallel to and distant fifty-six feet Easterly from the Westerly limit of the Dominion Atlantic Railway's Wharf as constructed two hundred and ninety-five feet to the southerly limit of said Wharf

A drawing was included with the approval. The scan does not allow details to be made out but some information can be seen.
The then-existing wharf facilities and track are shown in the darkest tone. A freight shed and a coal shed exist on the DAR Wharf. A single spur line line of railway track serves the wharf. Another spur line serves an adjacent wharf.
The then-proposed wharf expansion and expanded freight shed and new trestle and track were shown in red colour - these scan as lighter grey. They show the trestle alignment that matches what is seen in subsequent photographs, such as File:CSTM-STR34113a 001 aa cs.jpg. The two and a half story building marked "Dominion Atlantic Railway" shown in that picture is not included in the 1912 approval.

Order in Council 2828 - Replacement of Moose River Bridge, Annapolis County
The DAR applied for approval of the replacement of the bridge over the Moose River in Annapolis County. The Order in Council mentions a plan No. 46365 attached to the report, but the Library and Archives Canada source does not include a scan of this plan.

PLAN NO. 460
On a memorandum dated 30th. September, 1912, from the Minister of Public Works submitting that the Dominion Atlantic Railway Company has applied, under Section 233 of the Railway Act, for approval of the attached plan No. 46365, of the replacement of Moose river bridge, County of Annapolis, Province of Nova Scotia:
That the District Engineer of the Department of Public Works, has reported that he does not see any objection to the approval of the plan with the understanding that such approval shall not absolve the Company from the obligation to provide and maintain proper facilities in the shape of dropping piers or warping piers, to enable vessels to pass safely through the draw span. The Chief Engineer of the Department has concurred in this recommendation.
The Minister, therefore, recommends that authority be granted for the approval of the attached plan No. 46365, submitted by the Dominion Atlantic Railway Company, for the replacement of the Moose river bridge, County of Annapolis, Province of Nova Scotia, subject to the conditions set out in the District Engineer's report already mentioned.
The Committee submit the same for approval.
