The box cars behind the CVR station as well appear to be lettered as CORNWALLIS VALLEY Railway because the length of the words on the arc are more correct for the CVR than they would be for the DOMINION ATLANTIC.

I would suspect the engine is either No 17 or 18 after having it's Vauclain cylinders replaced.
