This location is Windsor, near the freight shed. The building behind is the apple warehouse (still standing 2016) just west of the freight shed with its characteristic three pane windows on the second floor, just under the eaves. Note as well the two arm power poles which match those visible in the Windsor freight shed photos. Dan Conlin
